Rafael A. Osuba (b. 1967) is a Puerto Rican cultural producer, visual artist, storyteller, arts advocate, author, editor, mentor, and self-proclaimed Quixote. An artist for as long as he can remember, Osuba has spent his life sharing memories, stories, and cultural experiences rooted in his childhood and beloved Puerto Rico. For him, art is far more than expression; it is a vehicle for connection, empathy, memory, and cultural affirmation.
For more than three decades, Osuba has worked tirelessly to create spaces where Latino voices and the voices of people of color can be seen, heard, valued, and celebrated. He has used creativity not only to build meaningful cultural initiatives, but also to open doors for others through publishing, community engagement, education, and the arts.
Osuba is the founder and director of El Quixote Festival – El Festival del Quijote, established in 2015 and now in its 11th season (2025–2026). Running annually from September through June, this nine-month collaborative festival spans North Carolina and extends internationally, commemorating Miguel de Cervantes Saavedra and the enduring legacy of Don Quixote, a work that profoundly shaped Osuba’s life and artistic vision. Under his leadership, the festival has grown into a distinctive multicultural literary and arts platform featuring readings, lectures, performances, workshops, exhibitions, films, educational outreach, and community-based programming. Osuba has presented the festival not only throughout North Carolina, but also in The People’s Republic of China, Spain, and Puerto Rico.
In its earliest years, El Quixote Festival made a bold mark through its scale and ambition, including one of its most celebrated achievements: the first and largest live multilingual marathon reading of Don Quixote in North Carolina. That landmark undertaking brought together more than 500 readers, with Don Quixote read in 18 languages over several days, reinforcing Osuba’s belief that literature can bring communities together across cultures and borders.
Osuba is also the owner and editor of Artist Studio Project Publishing LLC (ASP BOOKS), a small independent multicultural publishing company devoted to creative, scholarly, and cultural works by and about Puerto Ricans, Latin Americans, Mexican Americans, Cuban Americans, Central Americans, Hispanic Americans, Indigenous Americans, and writers of color. Under his direction, ASP BOOKS has published 23 books, with 6 new titles currently in production, in addition to 2 musical CDs. Through its children’s line and broader catalog, the press continues to build a body of work committed to cultural visibility, bilingual literacy, and meaningful representation.
A central goal of ASP BOOKS is ensuring that its multicultural titles become part of the active collections of public, private, and school libraries so that young readers, families, and communities can see themselves reflected in the books they encounter. This commitment to access, visibility, and cultural presence is at the heart of Osuba’s publishing mission.

Throughout his career, Osuba has remained a passionate defender of the arts and an advocate for Latino cultural expression in North Carolina. He is widely recognized for pioneering efforts that helped expand Latino artistic presence in the state. Among his many accomplishments, he is recognized as the first producer of commercial Spanish-language television in North Carolina through his social issues program Vamos a Conversar, a 90-minute live call-in television program that reached more than 800,000 homes weekly. He has also produced major visual arts exhibitions, including Raíces | Roots, a traveling exhibition viewed by more than 60,000 people across North Carolina—an achievement that, to his knowledge, remains unmatched.
In 2019, Osuba was invited by Duke Kunshan University to travel to The People’s Republic of China to exhibit his artwork Taínos and to share part of the Libia Posada exhibition Be Patient | Se Paciente, along with the ASP BOOKS publication Be Patient | Se Paciente: Artistic and Medical Entanglements in the Work of Libia Posada. This international invitation further affirmed the reach of his cultural and curatorial work.
In 2023, as part of the 9th Annual El Quixote Festival, Osuba launched the season from Spain, leading a five-week series of nonstop events presented across the country. The program included theatrical presentations, music, roundtables, lectures, food experiences, and children’s programming, with events held at castles, museums, cultural centers, municipalities, festivals, educational centers, institutions, and schools.
In 2024, the National Museum of the American Latino at the Smithsonian added more than 50 pieces from Osuba’s body of work to its collection. His books are also part of the museum’s active collection, including in the General Motors Learning Lounge, with select titles available through its online portal.
On April 11, 2025, Osuba was invited by the National Museum of the American Latino at the Smithsonian to read from his book El Canto del Piragüero | The Piragüero’s Song as part of its El Día del Niño 2025 Celebration, further affirming the growing national recognition of his literary and cultural work.
As part of the 2025–2026 season of El Quixote Festival, Osuba launched the 11th Annual Festival from his beloved Puerto Rico with the presentation of his anthology Raíces y Risas: Cuentos y voces de mi Borikén | Roots and Laughter: Stories and Voices of My Borikén at the National Library of Puerto Rico. Developed in collaboration with the Department of Education of Puerto Rico, this project holds special significance for him. Its release led to a five-week island tour that included visits to public schools, public libraries, private libraries, cultural centers, book fairs, book signings, and a range of literary and cultural events.
Rafael draws strength from his Puerto Rican heritage, embracing the richness of its language, music, dance, food, resilience, humor, and storytelling traditions. He sees himself as a purposeful dreamer—someone who, like Don Quixote, dares to imagine boldly and lead with heart. For Osuba, art is a way of affirming identity, building bridges, and helping others recognize the beauty and dignity of their own stories.
He lives in Raleigh, North Carolina, with his wife, best friend, and muse of more than 35 years, Michelle, and considers their three children—Rafael Jr., Gabrielle, and Leilani—his most important works of art.

Osuba (puertorriqueño), es un productor cultural puertorriqueño, artista visual, narrador, defensor de las artes, autor, editor, mentor y autoproclamado Quijote. Artista desde que tiene memoria, Osuba ha dedicado su vida a compartir memorias, historias y experiencias culturales arraigadas en su niñez y en su amado Puerto Rico. Para él, el arte es mucho más que expresión; es un vehículo de conexión, empatía, memoria y afirmación cultural.
Durante más de tres décadas, Osuba ha trabajado incansablemente para crear espacios donde las voces latinas y las voces de las personas de color puedan ser vistas, escuchadas, valoradas y celebradas. Ha utilizado su creatividad no solo para levantar importantes iniciativas culturales, sino también para abrir puertas a otros a través de la publicación, la participación comunitaria, la educación y las artes.
Osuba es el fundador y director de El Quixote Festival – El Festival del Quijote, establecido en 2015 y actualmente en su 11.ª temporada (2025–2026). Es ampliamente reconocido por sus esfuerzos pioneros para ampliar la presencia artística latina en el estado. Rafael encuentra fuerza en su herencia puertorriqueña, abrazando la riqueza de su idioma, su música, su danza, su comida, su resiliencia, su humor y sus tradiciones narrativas.
